The Michiquillay mining project is a world-class project awarded by ProInversión in 2018 - on behalf of the Ministry of Mines Energy (Minem) - to the company Southern Peru Copper Corporation (SPCC), it is currently in the exploration phase. In the process of relationship regarding the mining project between the Ministry of Energy and Mines (Minem, in its Spanish acronym) and the community members of the peasant communities of Michiquillay and La Encañada, there is a distrust of the community members in the state entity, fueled by lack of communication presence, transparency, active listening, lack of inter-institutional coordination, leadership of the Minem, among others. Given this reality, the present research work, with a qualitative approach and an analytical and descriptive type, aims to propose a strategic communication proposal that allows the peasant communities of Michiquillay and La Encañada to trust the Ministry of Energy and Mines, so that reduce the possibility that social conflicts may arise in the future over the mining project and affect the fulfillment of the functions and powers of the state entity. To achieve the objective of this research work, it has been proposed to use as a model the convergence between the theory of enactive strategic communication and the theory of trust generation through the attitudinal components: cognitive, affective and behavioral. The model allowed to identify the trust gap (distrust) that currently exists, analyze Minem’s communication from a strategic approach, and propose a strategic communication and a strategic communication plan of the ministry to generate trust with the community members of the two peasant communities: Michiquillay and La Encañada.
