The objective of this research is to present a management model for the development of Public-Private Partnerships (PPPs) in hospital investment projects, by drawing on the experience from the “bata blanca“ (white coat), “bata gris“ (gray coat) or “especializado“ (specialized) models, which were carried out in Lima, Peru. To that end, it observes the important progress of the theoretical framework, currently occurring in the world, to show PPPs as a solution not only for infrastructure, as it requires large investments, but also as an approach for the private management of hospital services, with innovation and improvement of the quality of service. Since the standards established by current regulations place the burden of producing PPP healthcare projects on the state, favoring co-financed projects, the study proves that entities do not have the necessary preparation nor capacity to outline PPP projects; consequently, there are no proposals from the state to engage the private sector. Therefore, the PPP healthcare management model aims to make the project’s decision-making processes viable, with private participation. The research type is applied, as it seeks to make the model viable. A “mixed“ approach was used to collect the views from an expert judgment session, whose participants were of recognized trajectory, and to develop a management model to increase the productivity of PPP healthcare projects. The components of the model are applicable to the project planning and formulation phase, with an indication of the variables to be impacted, highlighting human capital among them, which must be congruent with the PPP specialization. The proposed model was validated through a survey with probabilistic sampling for engineering professionals with professional experience in the construction field.
