The objective of this work is to evaluate the emergency prevention capacity in heavy rains cases from the 12 provincial municipalities/prefectures from La Libertad, Perú. The research methodology required the design of an index of provincial prevention capacity for emergencies due to heavy rains —Cappel index—, which evaluates the areas responsible for local governments that conduct an emergency in the face of heavy rains based on organizational capacity, actions with technical support and administration of human, material and Financial resources, through the application of a 24 question from the questionnaire that analyzes its current status according to the design of its hierarchical structure and with the review of the requested evidence. The study period for validation was at the end of the year 2020, where the results for the dimensions of exposure, vulnerability and resilience allowed us to conclude that the provinces of Trujillo, Chepén and Virú are at the medium level, while the provinces of Ascope, Bolívar, Gran Chimú, Julcan, Otuzco, Pacasmayo, Santiago de Chuco are at a low level and Sánchez Carrión and Pataz are at a very low level of preparation for heavy rains.
