Around the world there are about 10% of people who have some kind of disability. Currently, it is relevant for any country to promote digital inclusion, which implies that work is encouraged so that these people can participate in our digital society, a problem that these people present is the technological barrier, which in many cases impedes their Inclusion in the existing technological society. For example, in the case of visually impaired people, they require special tools to facilitate the extraction of relevant information from the Internet. Portals with accessibility criteria have recently been designed to guarantee the recommendations of the World Wide Web Consortium (W3C). However, these people still can not access to obtain all the information that they require of Internet because there are few works oriented to this subject. In the Thesis, I present the development and implementation of a Web Platform built with Semantic Web tools that has been included a Speech Recognition System based on Natural Language. This way people with visual problems can make the query through the voice to the Platform and quickly the result can be returned by reading that query. In order to obtain good results of the query, a previous analysis of the query in natural language is done and then this obtained result is processed using the semantic query language. In the present work several query patterns templates have been designed to facilitate a good result. The results obtained are analyzed taking into account the response times of the system to the query and this time is compared to other queries made using two other similar tools such as the Windows 10 Cortana and Google Voice, being the contribution of the work that the response time in our Platform is much less than both tools, finally this contribution is validated with statistical tests.
