In the last 17 years Peru has pursued a policy favorable for the Construction of Road Works along the entire territory, having executed more than 15,000 kilometers of roads with asphalt pavements, as reported by the Ministry of Transport and Communications. The dynamics is manifested in important works such as roads that traverse interoceanic Peruvian territory in the north, center and south. The Interoceanic Sur, part of borders with Brazil finishing in the Pacific Ocean ports, thereby interconnecting peoples of Peru and Brazil is allowing access to the sea to the eastern markets. Given this reality there is an urgent need to improve the technology of asphalt pavements in Peru so that they attain the life for which they were designed. The present research literature refers to permanent deformation is one of the failures of premature deterioration, it is necessary to understand more deeply in order to make forecasts of the case from the development of projects and the subsequent execution of the works. The study introduces the concept of permanent deformation and the different forms presented in the pavement layers and even subgrade level, creating both functional and structural failures, further deepening the knowledge of asphalt cement and basically on rheological behavior allows us to better use as a constituent part of asphalt mixtures. Also considers the need for choice and good management in terms of agregate gradation, shape, strength, etc., As a decisive influence for the permanent deformation. Finally, determine the need in Peru has teams of laboratory and field trials allow to better manage the permanent deformation. Trials are presented and specialized equipment used in other countries in the hopes of having some of them in Peru, concluding on the need for further study for use in asphalt cements according to geography and climates of regions of Peru, also regarding the volumetric parameters of the asphalt mix design and use of aggregates, while stressing the importance of the construction process to prevent failures due to permanent deformation.
