The present study scrutinizes the factors that undermined the Ministry of Economy and Finance, the administrative body overseeing the financial resources of the Peruvian State, vis-à-vis the 2020-2021 Complementary Congress amid the extraordinary circumstances of the Covid-19 pandemic. This inquiry delves into external factors such as the conjunctural and institutional, as well as internal factors like the utilization of the presidential relative veto on legislation and the radicalized opposition. This opposition exerted its force from ordinary parliamentary committees such as Economy and Banking, Budget, as well as Consumer Defense. The thesis employs a qualitative approach methodology, incorporating semi-structured interviews with key political figures and information gleaned from primary sources via state transparency portals. Analysis of this data yields findings that demonstrate a decline in the capacity, authority, and influence of the Ministry of Economy and Finance in the legislative approval process related to its purview. The new Congress clandestinely maneuvered to bolster its influence and popularity by intervening in economic and fiscal matters, resulting in laws that were subsequently contested or questioned before the Constitutional Tribunal.
