Inoportuna gestión logística por parte de la UE-026 DIREICAJ para garantizar el funcionamiento sostenido del SAID en la DIRCRI PNP entre los años 2020-2021

Abstract

Uno de los problemas que más afecta a la sociedad es la inseguridad ciudadana esta se manifiesta través de los elevados índices de percepción de inseguridad, para revertir esa mala imagen la Policía Nacional del Perú desarrolla funciones en el campo de la prevención e investigación del delito buscando la identificación del autor para que las autoridades jurisdiccionales ejerzan potestad punitiva del estado. En ese contexto para lograr la identificación del autor de un delito la Disciplina Criminalística juega un rol importante ya que mediante la emisión de las pericias dactiloscópicas a través del Automated Fingerprint Identification System (AFIS); como las de Laboratorio y Escena del crimen van a crear certeza en el juzgador. En razón a ello el presente trabajo tiene como objetivo general Determinar las causas que ocasionaron la inoportuna gestión logística para el funcionamiento sostenido del SAID AFIS en la DIRCRI PNP, periodo 2020 -2021. Para el desarrollo del presente Trabajo de Innovación se ha utilizado el Método de Análisis de Información Cualitativa (Revisión Documental, Entrevistas). Que nos ha permitido arribar a las siguientes conclusiones: La deficiente gestión logística por parte de la UE N° 026 DIREICAJ ocasiono la falta de mantenimiento oportuno de sistema SAID AFIS, al no haberse atendido oportunamente los requerimientos de División de Identificación DIRCRI. La deficiente gestión logística de la UE 026 se evidencia por la acumulación de requerimientos de otras direcciones policiales perjudicando el funcionamiento de la DIRCRI PNP.

One of the problems that most affects society is citizen insecurity, which is manifested through the high levels of perception of insecurity. To reverse this bad image, the National Police of Peru develops functions in the field of crime prevention and investigation, seeking the identification of the author so that the jurisdictional authorities exercise punitive power of the state. In this context, to achieve the identification of the perpetrator of a crime, the Criminal Discipline plays an important role, since by issuing dactyloscopic expertise through the Automated Fingerprint Identification System (AFIS); such as Laboratory and Crime Scene will create certainty in the judge. Due to this, the present work has the general objective of determining the causes that caused the untimely logistics management for the sustained operation of the SAID AFIS in the DIRCRI PNP, period 2020 -2021. For the development of this Innovation Work, the Qualitative Information Analysis Method (Documentary Review, Interviews) has been used. Which has allowed us to reach the following conclusions: The deficient logistics management by the EU No. 026 DIREICAJcaused the lack of timely maintenance of the SAID AFIS system, as the requirements of the DIRCRI Identification Division had not been met in a timely manner. The deficient logistics management of the UE 026 is evidenced by the accumulation of requirements from other police departments, impairing the operation of the DIRCRI PNP.
