This innovation project is aimed at finding a solution to face the inefficient interoperability of the trunked patrol of the DIVEME UNEME Center with the victims of concurrent property crimes. Currently, the PNP does not have a technological platform that interoperates the different police units and the serenazgo; this situation generates necessary displacements and the confluence of several patrol cars in the same area to the detriment or abandonment of other more urgent patrol spaces, emerging directly to citizen security. That is why the implementation of the CIR PNP Computer System (Criminal Incident Report) is proposed, which is made up of three elements: CIR Citizen, CIR Crew and CIR Monitoring. This system makes it possible to interoperate police patrols, connecting information between patrol cars, citizens (users) and the monitoring center, through the implementation of mobile applications designed for the georeferenced report of criminal incidents in the city. The CIR PNP, through its three elements, incorporates the citizen as an active subject in the prevention of citizen security. With the CIR PNP system, citizens will be able to report and provide georeferenced information on concurrent property crimes so that they can be assisted by the closest patrol car of the DIVEME UNEME Center, and with the information reported, technological tools of police utility in the fight can be created against crime, such as crime heat maps. This project will make it possible to tackle common crime more effectively and incorporate the population as an active subject in the fight against citizen insecurity. The justification for this project is based on its theoretical value, practical utility and social relevance, as well as its convenience and the benefits it generates.
