Due to the seriousness of its execution represents, the fraud in the purchase of second-use vehicles, is considered by the Peruvian legislation, as a felony committed by organized crime, illegal activity that it’s demonstrated with the various crime organizations that were investigated and disarticulated by the peruvian Specialized units of the Peru's National Police (PNP); However, despite all the efforts of the different authorities against it, is notorious that there are currently no mechanisms that allow people who acquire a second use vehicle , to know if the characteristics or autoparts of the purchased one, are really the right ones and match with the documents of the same. Currently, the notary’s offices and the National Superintendency of Public Records (SUNARP by it’s acronym in spanish), as organisms responsibles for the management and execution of vehicular transfers, only require for such procedure, the personal documents from buyer and seller, as the property of the vehicle as well; without even demanding something that guarantees them that once the good is physically checked, they can proceed or not to the requested transfer. This project, with the purpose of reducing this type of crimes and considering the deficiency lies in the lack of a physical inspection of the vehicle, proposes an innovative solution which consists on improving the management of the “Vehicle Identification Certificate“, document that is captured as a result of a Technical Expertise developed by experts from the Prevention and Investigation of Vehicles Theft’s Division (DIPROVE PNP – by it’s acronym in spanish). In this one, is detailed if the characteristics of the good inspected (license plates, serial number, engine number, etc.) match with the documents presented or if they were modified or eradicated, which, if it were the case, starts an investigation, avoiding the future buyer from being scammed. Specifically, such improvement is oriented to the automation of data by the DIPROVE PNP, to allow its interoperability with the agencies involved, as well as the allocation of a code in the certificate for security and also to contribute to the administrative simplification; as previous acts to the requirement of the aforementioned vehicle identification certificate as a mandatory requirement for this kind of transfers. Documentary bibliography was used, as well as statistical data collected from various state entities; concluding in the need to perform the decribed activities, to finally achieve the reduction of the fraud crimes in the purchase and sale of second-hand vehicles.
