The objective of this research is to analyze the potential and limiting factors in the strengthening of family farming capacities in the framework of the execution of the fourth component of the resurfacing project, carried out by the NGO CAPLAB, taking the case of the farmers producing Palto Hass in Chincha and Pisco – Ica; examining the implementation of the project, achievements, challenges, perception and assessment of the stakeholders, in order to obtain lessons and propose improvements in project management. For this, the quantitative and qualitative methodological strategy was used as a form of research, a sample chosen by means of the simple and non-probabilistic random probabilistic method where the selection criterion was for convenience and three techniques to collect the information: surveys, semi-structured interviews and review. bibliographic. Based on four variables that pertain to management, achievements, challenges, perception and assessment. As a result, it was found that the management capacity was weak in the project design stage, which can be evidenced in the logical framework, programming, and formulated budget; Already during the planning stage, you did not have a comprehensive approach, but it has progressively improved during the project execution stage. We can also attribute that the executing unit and cross-cutting aspects have developed adequately, such as communication, sustainability, evaluation and leadership. Likewise, there are three main achievements obtained; the first concerns the new capacities developed as a basis for strengthening resilience and creating decent livelihoods; The second achievement is related to the start-up of associations and cooperatives with trained leaders and implemented management tools and finally, the third achievement was the adoption of good agricultural practices and biosafety protocols as a strategy to ensure production processes in the context of COVID. -19. On the other hand, there were two pending challenges to overcome; The first refers to the limited consolidation of production and associated marketing in the local market for collective benefit, and secondly, low productivity and quality with high-cost, unsustainable, and environmentally unfriendly production systems and agricultural practices. In the same way, the perception and assessment of the main actors involved such as producers, municipal officials and project managers in reference to capacity development show a positive attitude as a result of this, highlighting communication, coordination, synergies achieved, learning and effort. project team.
