The development of this research aims to identify the factors that prevent the development of inclusive education in children with disabilities. The purpose is to conduct a study to determine, based on documentary inspection and application of techniques and instruments, results in relation to the fulfillment of a fundamental right such as the right to inclusive education. In this sense, the study posed the following question: ¿What are the factors that impede the development of the right to inclusive education in students with disabilities in Public Educational Institutions primary level in the city of Trujillo, period 2017-2019? For this purpose, an analysis of Ombudsman Reports, national standards, International Instruments, comparative legislation, scientific articles was carried out, taking into account the eligibility criteria. All sources fall within the period 2012-2019. Reliable data collection was also carried out at the field level in order to obtain real and objective information from the actors linked to inclusive education, such as specialists, teachers, managers of educational institutions. The results indicate that the most limiting factors for inclusive education are limited acceptability due to lack of teacher training and limited adaptability with respect to curricular adaptation.
