Abstract: El crecimiento y la dinamización económica que ha experimentado el Perú en las últimas dos décadas han permitido que el país esté dotado de mayores recursos para proveer de bienes y servicios a la población. Aunque se podría pensar que un incremento en el gasto público se traduce en un mayor crecimiento económico, se está obviando uno de los supuestos fundamentales que da lugar a la teoría del crecimiento endógeno de Barro; y es que para que ello suceda, el gasto debe ser productivo. Este supuesto inicia una amplia discusión relacionada con el gasto público y su efectividad, o, dicho de otra forma, con aspectos relacionados con su calidad. Bajo ese contexto, el presente documento proporciona una revisión sobre los factores que influyen en la calidad del gasto público del Perú, abarcando aspectos desde la formulación de la política fiscal hasta su ejecución.
The economic growth and dynamism experienced by Peru over the past two decades have endowed the country with greater resources to provide goods and services to its population. Although it could be thought that an increase in public spending leads to greater economic growth, one of the fundamental assumptions that gives rise to Barro's theory of endogenous growth is being ignored: to achieve this, spending must be productive. This assumption begins a broad discussion related to public spending and its effectiveness, or in other words, with aspects related to its quality. In this context, this document provides a review of the factors that influence the quality of public spending in Peru, covering aspects from the formulation of fiscal policy to its execution.
