Abstract: El presente trabajo desarrolla el Plan Estratégico de la Región Tumbes (2017-2027) y
se elaboró siguiendo el modelo de Planeamiento Estratégico propuesto por el profesor
Fernando D’Alessio. Este Plan tiene como finalidad determinar las estrategias que llevarán
a Tumbes a ser una de las cinco regiones más competitivas del país, además de ser
reconocida como una zona eco turística por su biodiversidad y como un centro de exportación
de productos no tradicionales, como los langostinos y el banano orgánico.
La visión deseada se conseguirá mediante la implementación de las estrategias que se
obtuvieron a través de la Matriz FODA. Las estrategias obtenidas son desarrollar el mercado
del langostino Tumbesino en España y EE. UU; penetrar en los mercados de China, Japón y
EE. UU. con el banano orgánico; promocionar el ecoturismo de la región para penetrar en
Japón y desarrollar en Ecuador, Chile y Argentina; crear una bolsa de trabajo para estudiantes
en empresas del rubro agroindustrial, acuícola, turismo y medioambiental; crear productos
con valor agregado que sean apreciados en Holanda, Japón y EE. UU; crear Clústeres dentro
de la región en los sectores de turismo, agricultura, acuicultura y comercio; invertir en
infraestructura y tecnología para el turismo, el banano y el langostino y las comunicaciones;
formalización de los empresarios del langostino y banano orgánico para unificarlas en un solo
ente exportador; desarrollar programas nutricionales para niños menores a cinco años y
cuidar los recursos naturales y concientizar a los pobladores sobre el medioambiente.
In the present work the Strategic Plan of the Tumbes Region (2017-2027) was developed. This plan was developed following the Strategic Planning model prepared by Professor Fernando D'Alessio. The strategic plan for the Tumbes Region is to determine the strategies that will lead the region to be one of the five most competitive regions in the country, as well as being recognized as an eco- tourism region, taking advantage of the region 's biodiversity and being the main region exporting non-traditional products of prawns and organic bananas. This will be achieved through the implementation of the strategies obtained through the SWOT Matrix. The strategies obtained are to develop the shrimp market Tumbesino in Spain and the USA. UU; penetrate the markets of China, Japan and the USA UU with organic bananas; promote ecotourism in the region to penetrate Japan and develop in Ecuador, Chile and Argentina; create a job bank for students in companies of the agro-industrial, aquaculture, tourism and environmental sectors; create value-added products that are appreciated in the Netherlands, Japan and the USA UU; create Clusters within the region in the sectors of tourism, agriculture, aquaculture and commerce; invest in infrastructure and technology for tourism, bananas and shrimp and communications; formalization of shrimp and organic banana businessmen to unify them in a single exporting entity; develop nutritional programs for children under five years of age and care for natural resources and raise awareness among the population about the environment.
